The Estacada Rural
Fire District’s Executive Financial Officer, Pamela Rowley-Butcher is
currently under investigation by the Clackamas County Sheriff’s Office for
theft of District funds. The District became aware of this theft when
notified by the Sheriff’s Office and has launched an internal audit in
cooperation with law enforcement authorities. Butcher is on unpaid
administrative leave pending the outcome of both investigations.
The Fire Chief expressed his disappointment that any District employee would
violate the public trust in this way, and said that the District will
vigorously seek full restitution from Ms. Butcher and also fully support the
Sheriff’s investigation.
“We take great pride in our department and personnel and realize this is an
enormous blow. All I can ask is that our citizens realize this is the act
of one individual and not a reflection of the others in our organization,”
the Fire Chief stated. The District has referred any further inquiries to
the Clackamas County Sheriff or the District Attorney.
